How to Permanently Change the Color of Comment Boxes in Excel (Windows XP only)

If you are using Windows XP, it is possible to make a change to the settings and permanently change the color of the Comment Boxes used in Microsoft Excel (any version). Please note: this will also change the color of any “Tool Tip” boxes used in Microsoft Office.
